Potplayer, for quick adjustment,
simply Right-Click and select
Subtitles /
Subtitles Sync /
0.5 Sec faster (short-cut keys > or .)
0.5 Sec slower (short-cut keys < or ,)

OR

For constant delay throughout the whole video
Subtitles /
Subtitles Sync /
Adjust Subtitle Sync
Input "the difference in milliseconds"
either in positive/negative value according to the audio sound for your video
Click Apply
Click OK

IF it is more of the progressive delay type,
or there are commercial breaks in the video which is different from another video file,
then it is advisable to use subtitles editor tools (e.g. Aegisub) to re-time and adjust them.
