Wow, thanks you guys. I think I get it now. The person on iTalki had the exact same confusion that I did. I think the problem is that the examples in the book (新完全マスター) all work with either しなければ〜ない or してからでなければ〜ない (with the basic meaning of "unless"):
高い物なので、家族と相談してからでないと買うかどうかが決められません。
運転免許を取ってからでなければ車を運転してはいけない。
病気は治ってからでなければ激しい運動は無理だ。
But perhaps a more complete understanding is "unless and until", which makes sense in all the examples, but not in the question.
