I can vouch for Play Asia, though it took a while the first time I bought one from then and hey sent me a call because I used paypal to make sure everything was okay with the payment. Second time was no problem and I got my code instantly.

Not exactly a way to buy PSN cards directly, but I've just received an email informing me that you can now use PayPal to top up your station wallet.
I've not tried it out, but it might be safer, or at least less hassle than buying a Japanese card. In the past I've used EBay to buy PSN cards for the American PSN, as I live in the UK, but I'd much rather use PayPal than doing that.
On the other hand, knowing the way Sony operate, you'll probably have to have a PayPal account registered in the same country as the PSN you are trying to use. :/
Edit: I've finally got around to actually creating an account on the Japanese PSN, but unfortunately the only options to add funds to your wallet are via credit card or PSN card, so it looks like most of us are still stuck with the "import a card" option.
