I'm the same, but I only strive to finish on round numbers. I think I increased my new card amount three times while doing core and noticing that the remaining reviews subtracted from my current progress don't result in a 10, and only then noticed that it keeps slipping and that two cards equal one.

Anyhow, x2 is not much, and it enforces consistency (better do 100 every day than 200 extra on a single day), so no cause for complaint there. I recall Blizzard did something similar with WoW many years ago though: when they implemented the rested xp (a daily experience bonus), they first had it work as normal experience, with everything after its depletion being twice less rewarding, which made people feel they were being punished. Consequently, Blizz just doubled the experience per level, as well as all gains, and said that rested xp grants a bonus to xp gains, and suddenly, everyone thought of rest xp as a reward and of the previously half xp as normal.

Would you consider doing the same, as in, double building time, make the first 100 cards grant double turns, with the currently "penalized" cards granting a single turn? This'll make initial cards feel like a daily bonus, and also make keeping track of turns left easier.
