Just finished a big 300-turn building (I don't know if the title is influenced by building count or total turns taken between all buildings, but if it's the latter, with so many turns, it was an inevitable rank-up

I can assume (safely I think) that this will happen always when the noun titles are awarded. Since they are given at building completion, which is an event, it automatically delays any title award, which can actually only occur at that time. It also explains why I always noticed it - I always look at the Emperor panel when I'm done with a building to queue a new one
