The preface says:

Basic knowledge of hiragana, katakana, and kanji is also expected. In terms of the Japanese Language Proficiency Test [..] the reader is expected to possess at least Level 3 knowledge.
That sounds about right to me -- all the dialogues and examples come with roomaji transliterations and translations into English, so an L3 level reader can probably get by without too much dictionary lookup. So I guess L3 up to L2, especially for people who haven't been doing much reading fiction, watching dramas, and so on.

Random example: chapter 39 "Denying Relevance" gives examples of the expressions 「関係ない」、「うるさい!」、「勝手にしろ」、「黙れ!」、「ほっといて!」. (The chapter's about 3 pages; the book is 77 chapters total because they're all pretty short.)
