I've made a "difficulty scale" based on how common the elements comprising a kanji are (as per this post), completely disregarding kanji readings or meanings. The pastebin link is an older version, but not much different than the list I've used.

Take it with a grain of salt, and I don't know how this could be useful to anyone, but still...
I've calculated it with:
KD = ((C1+C2+C3+Cn)/n)*(KS/10)
KD = Kanji difficulty
C1...Cn = Component 1...Component n (rank from 1 to 81; 1 being the most common)
n = number of components
KS = Number of strokes
Here is the kanji_freq_report.txt with some custom rearrangement (i.e., all one-stroke characters except 亅 rank as 1st regardless of their actual rank, etc.):
