The と is acting like "and". I'm basing this off the fact that 闇”と”...光 are a pair.
The に indicates the existence/location of the 巨人達.
So, I would guess - The Titans who lurk in the { [depths of darkness] and [surface of light] } of the tethered self.
Japanese is very backwards compared to English.
