It needs a pretty big font size for on-screen viewing: about 60px for the stroke numbers to be legible at all, and 120px to look nice. It might work at somewhat smaller sizes if printed.
In Word or in an HTML document, you can choose different styles for different parts of the text. But you probably don't want to be doing this by hand for 3030 kanji.
What sort of layout are you going for - packed into a grid to get as many on each page as possible, or just in one column with space on the right for writing?
