You can buy the Japanese iTunes gift cards. I don't know how hard it is to get them if you aren't in Japan, but if you're in Japan, they're sold at a lot of places.

You can get Valkyria Chronicles and FF13 for under 2000 yen used in Japan now. That's cheap enough to buy again. If you aren't in Japan, I'm not sure how you'd order them though.
