Thanks. I guess that means I would say it by leaving a short gap between the numbers, to avoid confusion between 3-10% and 30%.

Hello, sorry if this question has been asked before. I tried this on google, but I think it doesn't recognise the ・. So if I was to read out this: 一・三パーセント Would I say 「いちからさんパーセント」? Thanks!
