Can anyone please explain this document in detail:

It looks like rules for immigration and eijuu are changing but how so? What are the requirements for gaikokutouroku cards?

Same system but they are redefining the system "resident card" and the MoJ will manage it. You will have to go to Immigration offices for the card, not local city halls, now. The re-entry permit system is being abolished, if you have a card you can simply re-enter within a year and be fine.

It just means you can stay longer, and that when you leave (with the intention of coming back) you have an amount of time you can go without having to fill in a load of paperwork to get back in.

Instead of asking us to explain the document in detail, perhaps you could give us some hint as to what immigration situation you're planning to be in, and we can let you know whether the new system applies to you.

Not having to get a re-entry permit when your 外国人登録 (or whatever will replace it) is still valid is already a big step forward.
