I'm sure other ALTs get this too. At work they don't seem all that concerned about the rainforests so I get numerous photocopies placed on my desk throughout the day.
I've decided that rather than put them straight into the recycle basket I should maybe try and read some of them.

▼日本の高校１年生は前回調査に比べ、読解力、数学的応用力、科学的応用力の３分野すべてで順位が低下し、学力低下傾向が顕著になった。世界のトップ水準から滑り落ちた３年前は「ＰＩＳＡショック」といわれたが、さらに順位を下げた今回は何と形容するのだろう。文科省には、はや次の調査を心配する声もある
▼日本の子どもたちの学力低下に対する批判の大合唱を受けて、文科省は既に「ゆとり教育」を大幅に見直した。総合学習の授業時数を減らし、その代わり算数や理科などの主要教科の授業を増やす。知識を重視した従来型詰め込み教育への回帰と言ってもいい
▼しかしフィンランドの授業は日本より少ないのに、今回も最高位を保った。フィンランドの若者にとって教師は理想の仕事で、狭き門だと聞く。その分、教師の能力は高く、子どもに合わせた多彩な指導を行っている。それを恵まれた各種制度が支える。学力アップに本当に必要なものは何か、透けて見えないか
▼ゆとり教育を象徴する総合学習が始まって６年目。実験、観察などの活動を通して子どもたちは多くの驚きや疑問と出逢っているようだ。学ぶ喜びが作文から伝わってくる
▼順位転落は冷静に受け止めればいい。大事なのは授業を増やすことより、子どもを「その気」にさせることだろう。腰を据えて、と思う。

it's saying that :
after he/she saw the results of the investigation into the level of ?attained study? that the OECD carried out, he unconsciously thought of that proverb.

Cheers. Language-wise I saw it was about him remembering the proverb. But I was thrown by the OECD reference. Always thought they were more of an economic posse than educational...

Off topic (apologies), but;
I made up a variant of that proverb in order to remember the kanji for "proverb" 諺 (Heisig 2723).
Original: "You can lead a horse to water, but you cannot make him drink".
Variant: "You can buy your lad a keitai, but you cannot make him speak".
The image being of some parents who buy their lad a keitai hoping he'll keep in closer contact with them, but to no avail.
(As a primitive I call 言 "keitai" because it's pictographic, and also you "say" things into a keitai)

大麻所持、部員１２人を書類送検へ
関東学院大学のラグビー部員による大麻所持事件で、警察は、新たに大麻を吸ったことを認めた１２人の部員について、きょう書類送検する方針を固めました。
大麻取締法違反の共同所持の疑いで書類送検されるのは、関東学院大学・ラグビー部のレギュラー選手を含むあわせて１２人です。
この事件は、関東学院大学のラグビー部員、梅埜桂嗣被告（２１）ら２人が、ラグビー部が合宿所として借り上げているマンションの１室で大麻草を栽培したとして逮捕・起訴されたもので、ほかの１２人の部員も大麻を吸ったことを認めています。
警察は、１２人が今年の夏、梅埜被告らの部屋や夏合宿先のホテルの部屋などで大麻を所持した疑いが強まったとして、きょう書類送検する方針を固めました。
