I just want to know, how, where would an average person startm to meet, or even talk to the higher-ups, people who have power, money, or both? I'm not talking about celebrities, but about those who lurke in the background and keep things really going on certain ways. So how would you do it? Given that you don't have any connections, or significant amount of money.

Interview and get a job at an investment bank/hedge fund (for example), work your way up, get chummy with the senior staff, etc.

Jobs that involve working with upper class people are an easy way. I met some ambassadors, europarlament members and other various higher-ups at the Gay Parade. Various extracurriculars such as volunterring, debate or theatre events, what not also introduced you to some of them. Working as a journalist for a while made it a common event. Getting into international organisations also does wonders. To name a few.
Of course, being in the room with them or just shaking their hand and/or taking a mini-interview hardly counts as "getting to know them", it's usually charisma an likeability with a bit of luck that counts. Lots of people shake hands with the president, but few get invited for a night out.

I don't know how things work in Europe but in America all you need to do to meet super rich people is to join the Chamber of Commerce or other private business organizations that hold regular events.
Just show up and network yourself.

By the way, how do you spot people fromthe upper society at a gay parade? Do they dress differently?
