There's an interesting writeup on Wired about a study that seems to show that by passive listening to a related material in conjunction with determined practice is more effective than just practice alone.

In the study the participants did a auditory discrimination task--so I would think that language learning would be very similar. It does seem to lend credence to the usefulness of passive exposure to a target language.
