In that case I don't think you even need a certificate and there's no quarantine unless you're coming into Hawaii. Taking a pet INTO Japan however, is considerably more difficult, expensive, and time intensive. Still worth looking into for the OP. I was just going by the standards of my own country where pets have to be in quarantine for 6 months+, and in some cases not allowed in at all.
