The iPhone versions of the KanjiGen 3,600 yen and Kangorin 1,200 yen have various look-up methods including multi-radical search (which comes under various names, e.g. 部品検索、部分検索、パーツ検索). I haven't tried either app, so don't know how well implemented they are.
