I've mentioned a couple times before, but I think this is on the right track: http://www.is.wayne.edu/drbowen/CRTVYW99/Guilford.htm - Word fluency, ideational fluency, associational fluency, expressional fluency, etc...
Also, I think one can apply Alan Kay's definition of literacy to many areas: “The ability to ‘read’ a medium means you can access materials and tools created by others. The ability to ‘write’ in a medium means you can generate materials and tools for others. You must have both to be literate.”
Though I should add, as Rushkoff has noted, the conflation of writing here as 'materials and tools' is not quite correct, it's better to underscore 'writing' vs. 'programming'...
