Maybe it doesn't exist, but I've yet to find what I usually see as a webcomic: Usually a 3x1 rectangle with a plot/story/joke that begins and ends in the same comic, with new comics 1 or more times per week. XKCD, Penny Arcade, Garfield, etc etc. (Yes, I know there's an XKCD translated to JP... Kind of want native stuffs.)
Has anyone come across any? I've tried searches, but all I ever end up with is mangas on the web.

You may be looking for what's known in Japan as ４コマ (four-panel) manga: a few panels, a gag, not much of a continuing storyline. There is an entire ranked list of them over here: http://comic.blogmura.com/comic_4koma/ (but #1, the toy poodle, has messy handwritten entries. My favorite of the ones I've looked at is http://bb1307.blog86.fc2.com/).
