Do you mean this phrase? 「何処の何がどう悪いか」
I think the 何処の何が shows you're going to talk about the specific reason why something is bad as opposed to just generally disliking something. Where was bad and what was bad about it.
You could use it like this perhaps.
A: Did you like the film?
B: No, it was terrible. 何処の何がどう悪いかというと、the plot was full of holes.

For example, if we take the pattern from that phrase and make it a question about why the someone doesn't like the colour of Alice's face, it would be something like this.
アリスの顔の色がどう悪いか
This is obviously really specific, but if you didn't know it was the colour they didn't like, you'd replace it with 色 with 何, resulting in:
アリスの顔の何がどう悪いか
This is just the same but asks for a bit more information. And if you didn't know it was her face they didn't like, you'd replace 顔 with 何処, making:
アリスの何処の何がどう悪いか
Which is asking for all the deatails of why they don't like alice.

Actually, it doesn't work very well in English, we generally say,
"What is wrong -and- where -and- in what way?" (or use commas to omit the 'and', but still, grammatically, we make a list.)
どこの何がどう is grammatically like 'How is what wrong where?' which... we just don't say, although I can't for the life of me put my finger on the grammar rules that makes such a sentence wrong, it just feels wrong to combine question words that way. And it is the question words that make the sentence wrong, because we can make some things in the sentence concrete and with the exact same grammar structure say 'How is -this- wrong -here-?'
Anyway, once you wrap your head around the fact that you can combine question words that way in Japanese, it's a nice way to ask those kinds of multiple questions at once instead of chaining them together.
I believe you can say all of these,
どこが悪いか？(Where is it bad?)
どこのなにが悪いか？(What is bad, and where?)
どこの何がどう悪いか？(What is bad, and where, and in what way?)
Putting a というと after any of them is just adding 'If I was to say...' before the speaker answers the question embedded in the sentence with his own words.
(It's not purely a set phrase either, I've seen other combinations of question words as well).

Lol, i'm a native speaker, but three years working for a japanese company in an english speaking country has totally broken my perception of what is and what isn't valid english. Especially for grammar that is valid japanese.

So without more context its hard to say exactly but it's basically saying that something is 'seriously/really not needed'.
