Region locking is done in order to allow price fixing. Things have evened out now but during the PSX & PS2 generations people in Europe and Australia were paying twice as much for games and almost twice as much for consoles compared to Americans. Just go on any gaming forum and you'll see Americans complaining about having to pay $60 for a new game this generation after the price hike, even though it's still cheaper than the rest of the world! But yeah, any Brits remember when N64 games were £59.99? Those were the days...
EDIT: and on a slightly related note, RTK on amazon.co.uk costs almost double what it does on amazon.com: $47.58 compared to $28.83. Exactly the same book. And this is after three consecutive months of the pound climbing rapidly against the dollar....

You can download a torrent here, but you'll need to google instructions for how to install it.
I can't wait to show this to my friends when they are sitting around looking bored...
EDIT: This can be installed on an NTSC region Wii. If you are reading this, chances are your own Wii is NTSC. As far legal issues are concerned, I have very high doubts that this will be released out of Japan.
