In RTK (the book) the kanji for crossing is simply the needle character within the road sign. However, on the site the kanji is shown with another drop in the top left. Which is the proper writing?

The one with 2 drops is the right one, the one with 1 drop is colloquial, well as long as I can trust my 漢語林

It shows only one drop for me on this site, and the Japanese site I use to check stroke order shows it with only one drop as well.

This question should be in some kind of FAQ, it's been asked so many times on this forum.
If you're using a font that conforms to the new JIS X 0213-2004 standard (Windows Vista has those by default), you'll see the two dots versions. If you use an older font you'll see only one dot.
It doesn't matter which version you use, just be aware that you will most likely see both versions of that character used. There are also other characters with small differences in the new standard (like #1264 賭 gamble).

This is the kanji: 辻 (kunyomi is つじ)
The two dot version is the older form of radical 162 (shinnyuu) which was simplified in the Touyou kanji to the one-dot version which has carried over into the jouyou kanji.
You'll see both versions depending on font and personal preferance. The one-dot verson is the official one.
