Sentence question - cloudstrife543 - 2009-04-14
やむを得ない事由により手続が遅れた場合、必ずご連絡下さい。
The translation is: - If the paperwork should be late due to uncontrollable circumstance, please make sure to contact us.
I am confused particularly on the により part and where the 'If' is coming from in the english translation. I understand the part after the comma. Maybe someone could give a more literal translation and maybe point out something I'm missing? Thanks.

Yeah, により is just a form of によって which is a very common and useful grammatical structure. Generally used in formal writing (により that is, not によって).
It can mean various things... while it in this case means "due to" it can also mean "according to", "depending on" and "by means of".

[re Jarvik #4] I wasn't disagreeing with you - we responded at the same time. I wanted to mention to cloudstrife (as a btw) that 手続き often has a broader meaning and different nuance than "paperwork" (process, procedure, etc). The style of this particular sentence makes me think "paperwork" might not sound quite right in an equivalent English sentence.

Since you are all so nice, and I thank you.. I'm also having trouble with a word in this sentence.
その時までは決して彼に会うまいと心に決めていた。
決して (けして) is not showing up with the 決 kanji when I try and type it. Instead it shows up only with the choice of 消して. Any idea what is going on?

It can be read けして as well, but that reading doesn't seem to be in the IME's dictionary. So you could either added it, or just type けっして. If it's in kanji you can't tell the difference anyway.
