I translated a couple of lines (and changed 。。。s to …, but I'm just picky about formatting :p).
I wanted to try looking up bits of grammar I thought were tricky/I didn't know myself (around 5 each chapter), although I haven't had the time to check 691 properly, and only have 1 for this one right now.

１の例で言えば、日本の大学生であれば普通、外国語では英語ができるはずだが、それより易しい日本語の作文でさえまともに出来ないほど、作文力が無い学生がいるという意味である。

どころか can also be used in a similar way on its own. It introduces an expectation, then reverse it.
A：あの人、まだ独身でしょう。
B：独身どころか、子供が３人もいますよ。

Well, the translation is mostly done and it seems to sound ok, but as usual wasn't sure about some parts. I'll go through the whole thing again tonight and make a note of those uncertain parts.

So I was contacted by the scanlation group that does Detective Conan and they asked if we would be willing to allow them, on occasion, to use our translations for their scans, and if so, how we would like to be credited. I haven't given them an answer yet, but i don't see any problem with it. For those of us who participate in the translations how would you guys like to be recognized? We could just call ourselves 'RTK' or something like that.

I would suggest that whatever you do decide doesn't give the url or explicitly say the site's name. The site/fabrice probably don't need to get mixed up in the illegality of it, or need a rush of people signing up and asking where all the "m4ng4z r".

It was sort of a guess, but Mitsuhiko's line I translated as, "I don't know, let me just take a look at the hint..." Also, I'm not sure what Conan's "そかそか” is. I thought maybe it was like how we might say, "Sooo" in English.
On p. 16
Hattori: せやせや！
Sidetext: 自力でコナンに勝つには、相当頑張らないとね.
For Hattori's line I have no idea what "せやせや” is. The sidetext I translated as, "Defeating Conan by yourself is not something worth trying your best," but it seems a bit awkward.
ETA： I googled "せやせや" and apparently it's a variant of "そうだそうだ."

You can't win over Conan by your own skill/power unless you make considerable effort.
Remember, 頑張らないと is short for 頑張らなければならない.

Mitsuhiko reads out his message straight from his phone (「直に見てみないとよくわからない」 in standard Japanese, maybe?), and Conan's そかそか is him realising they were getting help from Hattori.

Hattori speaks kansai dialect, but I know next to nothing of that so I can't say. I also thought maybe そかそか was just a variant of そうかそうか but I haven't been able to find anything to confirm the relationship.

そかそか is almost certainly just そうかそうか. Mangas often write the way things are said instead of how they are supposed to be written. For example:
あーゆーことはどーゆーこと？
