If you know Use of を And use of と it hsould be clear.. it's not hard... don't think too hard. Like here'sa simpler sentence with that 嘘を嘘で隠す Cover/hide lies with lies. 嘘を嘘と見抜けない人に「なんでも質問」を使うのは難しい」 the と is the quote thing "" not the "and" meaning と. Is that what's confusing you? I agree with translation abaove, (The first translation。。。 I don't get the second one)....
