I was wondering if anyone knew of a place (website, magazine, anything) that covers noisier Japanese music like the Boredoms, Cowpers, and 54-71.

i know that http://www.japanfiles.com sells japanese music of all kinds... i highly recommend listening to girugamesh's samples on the site... awesome stuff...

Why not subscribe to last.fm (it's free)? Look up bands you like, and you'll get linked to lots of music that is very similar. And you can listen to it all for free (like a radio)!
I've been impressed by the sheer number of bands from Japan on last.fm. If you haven't already, you should check it out.
