Does anybody have any recommendations for a cheap .jp domain registrar? If it's possible to pay at conbini, that would be perfect!

I bought a .com domain + e-mail through https://muumuu-domain.com/ I haven't had any issues with it. It looks like .jp domains are under ¥3000 at the moment. They were ¥4000 when I was looking before.
If you need a card for online payments, you should check out http://www.rakuten-bank.co.jp/card/debit/ It's a VISA debit card and the silver one has no background check. I think you may need proof of having been in Japan for over a year though.
