NEW FORUM: Creating New Topics - ファブリス - 2015-11-15
The index page has a "New Topic" button. This is for usability reasons, I figured a new visitor may be confused until they find the subcategories.
We can have additional moderators to take care of General Discussions and move the topics accordingly. Overall I think it's more user friendly that way.
TLDR New Topic on index page creates a topic in General Discussion. You can still chose a sub forum to post to by clicking "New Topic" from there.
