Where do i go to read summaries about the general plot of new manga?

The manga section of myanimelist.net could be helpful I suppose, although I think it only lets you sort manga reviews either by date or rating, not both. Here's their Top manga list - you could always have a look at it and see what's new for you.

Amazon's rankings might be informative, but a lot of the popular ones can be pretty terrible. I guess it depends on your tastes. I usually browse Book Off or somewhere or ask for recommendations.

Search for some manga you already like on Amazon, and see what Amazon recommends. It's not 100%, but it might give you some ideas.
I agree with Jimeux-- a lot of the really popular stuff can be pretty awful in terms of recycled ideas and just boring stories.
Online readers can help, too, but not all good manga gets scanslated. A lot of it gets ignored, because there's a mountain of manga coming out all the time. (And some scanslations are just bad.)
And there's the not-so-grey area that scanslating inhabits legally and ethically, too.
Buuuuut, because I've been able to read manga online, I've bought a ton of it I never would have bought otherwise. And I vote with my wallet. Especially if it's a minor title that gets drowned out by the "popular" titles. *shrug*

There are some really good titles in that list. The forum members here have excellent taste.
I need to add some new titles to it, once I review what I've been reading lately.
