You may hear their loudspeakers occasionally but that is about it...unless you are like me and take classes at university where you regularly go to demonstrations. Even then though, the police have everyone separated and you just walk past each other on opposite sides of the road- no big deal. (Full disclosure: I'm not of Korean/Chinese decent and the demonstrations were not "pro-foreigner" so my experiences are simply that, my experiences, yours may vary)

The most interaction you'll have with them is hearing their loudspeakers in Tokyo, and almost none anywhere else.
Actually, my American friend got his haircut by a guy, and when they got to talking it turned out the guy was a far right nationalist guy... and my friend said the guy stated his views a bit (at my friend's request--he was curious), but was very polite from start to finish and the whole haircut when amicably. His review of the experience: "That was the nicest crazy nationalist haircut I've ever had."

Agree with Tzadeck. On my third day in Japan there was a dude in Harajuku of all places with a megaphone yelling "外国人を殺せー！". It was quite bemusing because he was a skinny fellow who certainly didn't seem like he could kill anyone. I wanted to go have a nice chat with him and ask him about his views but Japanese friend was like "no" lol. Been here for 6 months now and haven't seen anything like that since.
