Yes, it suggests similar threads to post in instead of creating a new thread. You can also limit the age of the related threads so you don't go resurrecting ancient threads. Here is an example of a plugin. I haven't installed it yet, but apparently you can configure it with full text search. I believe it is simply looking for an exact phrase and not doing anything more sophisticated like NLP.
