Does anyone else consistently forget to alter the "few" primitive in this kanji? None of the stories seem to have any reference to it. Are there other kanji in which 少 is written with 3 strokes, not 4?

It depends on your font, the "simplified/japanized" character with the regular "few" primitive is also used. I think it has been recently decided that the non-jouyou characters should be written without japanifications, but from what I've gathered, both are fine.

I've seen both used. I wouldn't worry about the difference, personally. I agree that the issue is a bit fuzzy.

in the German edition of RTK1 it is shown with 4 strokes, so I can definitely support the posts before me.

Here you go :

嚬・顰 (though 頻 has 4 strokes even in traditional Chinese)

步 is the traditional Chinese version of 歩 :
歩 [MDBG]
